Minister Anas supports the acceleration of BSN's role in digital transformatio

Before the establishment of SPBE management guidelines, SNI can play a role as a guide for implementing SPBE management. Thus, government digital transformation can continue while SPBE management guidelines are being established.

The digital transformation of government governance requires strong cross-sectoral cooperation. One crucial aspect of this digital transformation is related to standardization managed by the National Standardization Agency (BSN).

Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas mentioned that BSN provides important support in the digital governance transformation. This support is particularly evident in the implementation of the Electronic-Based Government System (SPBE).

"Through the development and management of national standards (SNI), BSN ensures the necessary standardization and compliance. Standardization of SPBE management through SNI helps in the implementation of SPBE by promoting coherence, interoperability, and ease of use of shared systems or applications," Minister Anas said during his speech at the National Meeting of Conformity Assessment Bodies virtually, on Thursday (25/04), as quoted from the KemenpanRB press release.

Minister Anas continued that before the establishment of SPBE management guidelines, SNI could act as a guide for implementing SPBE management. Thus, government digital transformation can continue while SPBE management guidelines are being established.

SPBE standardization is crucial in the implementation of GovTech currently being accelerated by the government. Having a standard will facilitate the implementation and sustainability of digital-based public service transformation. He stated that it is now time for the government to focus on building the 'public service expressway' through digital transformation.

"Just as physical expressways enhance connectivity, the public service expressway will strengthen the efficient accessibility of public services through digital innovation. Hopefully, what is programmed and carried out by BSN will continue to have a greater impact," hoped the former head of LKPP.

BSN Head Kukuh S. Achmad, who is also the Chairman of the National Accreditation Committee, mentioned that Article 46 Paragraph 3 of Presidential Regulation No. 95/2018 on SPBE states that the implementation of SPBE management, consisting of eight aspects, is guided by Indonesian National Standards (SNI). This means that when the President orders the digital transformation of the Indonesian government, there needs to be compliance with standards in each aspect to create quality SPBE management.

Kukuh also mentioned that based on Law No. 20/2014 concerning Standardization and Conformity Assessment, compliance with SNI must be followed by a conformity assessment process by conformity assessment bodies recognized by the National Accreditation Committee (KAN).

"Thus, the use of SNI for SPBE implementation must continue to be intensified, and if necessary, mandated. Therefore, conformity assessment bodies accredited by KAN can assess the implementation of SPBE by government agencies," concluded Kukuh. (IN)
