IDTH assists industry players in developing telecommunications equipment exports.

The Ministry of Communication and Information Technology helps the telecommunications equipment industry to develop and be able to export.

Ismail, the Director General of Resources and Postal and Informatics Devices at the Ministry of Communication and Information Technology, who is also a member of the National ICT Council Implementation Team, stated the presence of the Indonesia Digital Test House (IDTH), which was inaugurated by President Joko Widodo in Tapos, Depok, West Java, a week ago.

"IDTH functions to assist domestic industry players who want to develop or export devices. With the presence of IDTH, industry players no longer need to test their devices in the export destination country," he said during the Coffee Chat event at the Press Room of the Ministry of Communication and Information Technology office, Central Jakarta, Friday, (17/05/2024).

Through IDTH's comprehensive device testing services, the Ministry of Communication and Information Technology aims to ensure that every device circulating in the market meets internationally established safety standards.

"If there are domestic industries that will develop businesses or export devices, by conducting testing at the IDTH laboratory, they no longer need to test in the destination country, so they can obtain certificates issued by the Ministry of Communication and Information Technology," said Director General Ismail.

According to Ismail, IDTH is the central laboratory with the most comprehensive features compared to other laboratories in Indonesia. In fact, IDTH can be indirectly referred to as a reference laboratory if other laboratories in Indonesia experience difficulties in testing telecommunications devices.

"This means that maybe there are laboratories that only conduct partial testing of their features, but IDTH is a reference laboratory. It's like a Type A hospital, so if there are difficulties in smaller or regional hospitals, they are referred to the largest hospital. Something like that, all its features are the most complete," he explained.

Director General Ismail emphasized that telecommunications devices that meet the IDTH certification requirements do not require a special spectrum frequency usage permit. According to him, several low-power devices such as radio controls, children's toys, and WiFi do not require a permit.

"These can be freely used by the public without the need for a radio station permit, no need to ask for a permit from the Ministry of Communication and Information Technology, the permit is attached to the device certificate, because by passing the device certificate the public can use it freely without a permit," he said, explaining that telecommunications devices such as Base Transceiver Stations (BTS), radio transmitters, and TV transmitters still require a spectrum frequency permit from the Ministry of Communication and Information Technology.

Three Strategic Roles

As an international standard telecommunications device testing laboratory, IDTH has the function of certifying all telecommunications equipment. Whether devices are to be sold, used, or assembled in Indonesia, they must meet technical requirements.

According to the Director General of SDPPI at the Ministry of Communication and Information Technology, this is aimed at protecting consumers, facilitating industry to develop products, and supporting radio frequency spectrum management.

"IDTH stands for Indonesia Digital Test House. The official Indonesian term is Balai Besar Pengujian Perangkat Telekomunikasi. As a testing laboratory, IDTH has three strategic roles in device testing, namely protect, gate, and spectrum management," he explained.

The first function, protect, refers to protecting or safeguarding human health and safety from device emissions that may be non-compliant and potentially disruptive, ensuring that devices are safe to use.

The second function, as a gate, refers to IDTH's role as a gateway for the flow of electronic products for export and import, including helping domestic industries to enter the global market. Through testing at the IDTH laboratory, industry players no longer need to test devices in the destination country as there is already a certificate issued by the Directorate General of SDPPI at the Ministry of Communication and Information Technology.

The third function, spectrum management, is part of the national spectrum frequency management, ensuring interoperability and protection from interference among device users to enhance user experience.
