Involving the Ministry of Communication and Information Technology, Ministry of Home Affairs, and Peruri (Indonesian Security Printing and Minting Corporation), the Ministry of State Apparatus Utilization and Bureaucratic Reform, Ministry of Health, Ministry of Education, Culture, Research and Technology, Ministry of Finance, State-Owned Enterprises, as well as the Financial and Development Supervisory Agency, Digital ID has been targeted to be completed by the end of February 2024.

The government has prepared for the implementation of the Digital Population Identity (IKD) or Digital ID services. The program's preparation for the digitization of population documents is targeted to be completed by the end of February 2024.

Minister of Communication and Information Technology Budi Arie Setiadi stated that technical readiness related to the implementation of Digital ID has been carried out together with ministries and institutions.

"This discussion has narrowed down to the technical team between the Ministry of Communication and Information Technology, Ministry of State Apparatus Utilization and Bureaucratic Reform, Ministry of Home Affairs, Peruri, and also BSSN (National Cyber and Crypto Agency). Our technical team has also prepared detailed implementation readiness, just waiting for the green light to be executed according to the target," he explained in the 9th Coordination Meeting Report of the K/L related to the Electronic Government System (SPBE) virtually from Central Jakarta, Tuesday (13/02/2024).

According to Minister Budi Arie, the implementation of Digital ID needs to consider regulatory aspects in accordance with Law Number 11 of 2008 concerning Electronic Information and Transactions and its amendments and the Presidential Regulation regarding the Electronic Government System (SPBE).

"We just want to remind that regarding this digital ID, we will adhere to the regulations stipulated in the ITE Law and the Presidential Regulation regarding SPBE," he said.

The Ministry of Communication and Information Technology explained that the presence of Digital ID provides added value in improving public services and providing security guarantees to the public through advanced technology options.

"So that we can deliver superior and secure services with high technology standards. Once again, the important thing about this digital ID is its own regulation, namely the ITE Law and the SPBE Presidential Regulation, which must also be a reference," he explained.

Previously, Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan requested ministries and institutions to immediately implement Digital ID.

"I ask the Ministry of Communication and Information Technology, Ministry of Home Affairs, and Peruri (Indonesian Security Printing and Minting Corporation) to ensure the readiness of Digital ID by no later than the end of February 2024," said Coordinating Minister Luhut Binsar Pandjaitan.

Based on Law Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 concerning ITE, there are specific regulations for Digital ID.

"Digital identity is electronic information that contains the unique identity of a legal subject whose use is under the control of the legal subject associated with that identity," as stated in the second amendment to the ITE Law.

In addition to the Ministry of Communication and Information Technology, Ministry of Home Affairs, and Peruri, the implementation of Digital.ID also involves the Ministry of State Apparatus Utilization and Bureaucratic Reform, Ministry of Health, Ministry of Education, Culture, Research and Technology, Ministry of Finance, State-Owned Enterprises, as well as the Financial and Development Supervisory Agency.
