President Jokowi Has Approved The Initiative To Draft The Civil Service Management RPP

After being developed by the Ministry of Administrative and Bureaucratic Reform, the Draft Government Regulation (RPP) on Human Resources Management has been approved by President Jokowi. This RPP, derived from Law No. 5 of 2014 on Civil Servants, consists of 18 chapters, including general provisions; types, status, and positions; scope of civil servant management; basic values and work culture.

Indonesian President Joko Widodo has approved the drafting of a Government Regulation (RPP) on Civil Service Management. This initiative was approved on February 5, 2024. This information was conveyed by Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas in Jakarta, on Monday (12/02), as quoted from the Ministry of Administrative and Bureaucratic Reform website.

"Next, an Inter-Ministerial Committee will be formed. Because the President has instructed that the drafting of the RPP be done in coordination with relevant Ministries/Non-Ministerial Government Institutions (LPNK) related to the substance to be regulated in the Civil Service Management RPP," said Minister Anas.

Minister Anas revealed that the Ministry of PANRB has discussed various chapters in the structure of the Civil Service Management RPP. These discussions were conducted together with the State Civil Service Agency (BKN), the National Administration Institute (LAN), and the National Archives of the Republic of Indonesia (ANRI) to prepare for the approval of this initiative.

"We are pushing forward with the drafting of this Civil Service Management RPP because the target is for the RPP to be completed by April 2024. In parallel, we are also considering detailed discussions and input from experts and relevant stakeholders," he added.

Furthermore, it was revealed that many substantive discussions had been completed before the issuance of the approval. These included Competency Development; Performance Management; Types and Positions; Needs Planning; Procurement; Digitalization; Change Management; Civil Service Management Evaluation; as well as Basic Values of Ethics and Behavior Codes for Civil Servants.

"Substantive discussions regarding the Rights and Obligations of Civil Servants and Civil Service Positions are almost complete. Discussions on other substantive matters will continue this week," Anas concluded.

Previously, the Ministry of Administrative and Bureaucratic Reform had submitted an initiative to President Jokowi regarding the RPP on December 29, 2023. The total articles proposed for this initiative amounted to 327 articles.

"The aim of this regulation is to ensure that our bureaucratic organizations, with civil servants as their driving force, can work agile, adaptive, and boldly break routine," Anas said again.
